FL My Cruise Control, alarm, and horn dose not work

For while I have been having this problem. These three things were working great but then with time they worked when they wanted to. Now, they just don't work Im not sure if its the relays or the fuses. Please need help on that

clock spring? Were is that located on the car? I know, the question sounds retarded but really have no clue on where it is located.

Found it, but the lights on the dash turn on when the I activate the cruise control.
