TIME FOR YOU TO GET ..........
........FLUSH HEADLIGHTS.
seriously though, do you have the original RX-7 owner's manual? consult to that ifyou have one.
PS I'm not a fan of flush headlights, but consider that an option.

If you go there, in the how to's section in tenical data you can DL the factory service manual. I'm not sure how else to help you out.

Chris, it's not a relay. Check the fusebox next to the battery, the small one that has 6 fuses in a row, the first of which is known as the 120A main fuse.
From top to bottom, fuse 3 (30A) is for headlight illumination. Fuse 5 (also 30A) is for the headlight retractor motors.
Right now, chances are that fuse 5 is blown, but 3 is good. If you swap 'em (they're the same amperage), you'll find that you can now pop up the headlights, but the headlights won't come/turn on. If that's the case, you simply blew a fuse. It's $7 from Mazda IIRC.
If you need to drive at night now, simply use the good fuse (#3) in the retractor motor fuse position (#5) to put up the headlights, then remove it and put it in the illumination spot (#3). The headlights won't turn down when you turn them off, but at least you can turn 'em on when they're up now

We put in a new fuse (we have several fd's here right now) but they still dont come up. You know how when you turn the red **** to raise them the motor will take over and raise it on it's own. I doesnt even do that. But every thing is pluged in.
We have been building this car back from.. well all most a total loss. He's only 20 and this is his first rx7 he could use all the help he can get.

If you've got power at the retract motors and the fuse isn't blown then there's a ground missing some where. What happens when you use the button on the dash that raises them for cleaning...still not work ??? I'd deffinately look for a grounding issue.

I went thru the same trouble on my car, Headlights lit up, but would not go up!
Check the TNS and RETRACTOR relays located under the hood near the hood latch. Both of mine were rusted up so badly inside they would not operate.
New ones from RAY CROWE were cheap ~$25 each.
Good luck!
