Full gas tank issues?

When I fill up my tank, the needle doesn't go completely up to the full tank line, even thoe the pump says i'ts full when it stops. What might be the problem?

Pull the fuel pump and look to see that nothing is blocking the fuel float arm.

I had broken fuel tank baffling, and one day they finally got bent to the point that my fuel gauge quit moving at all.

My gas isn't at F right now due to the price. Hope it drops before I go cross country for auto x next weekend.

My tank's always read about an eighth of a tank lower than it should. Never thought it could be the baffling... Where in VA are you?
