Fuel odor and an overflow pipe?

Fuel odor and an overflow pipe?
Ive just got myself a 92 Fd a few days back. The moment ive got it, ive already noticed the fuel odor. When i read the FAQ in the forum, it says that i need to take precaution if theres a fuel odor. So can someone please enlighten me more about this fuel odor? Whats the cause of it? How can i prevent it?
Besides that, i noticed theres a small pipe just below the fuel filter. The pipe squirts out some amount of water/coolant after some drivings. The add coolant begins to signal after the flow. Is there supposed to be some kind of hose for the overflow or something? Or is the engine designed for the pipe to flow out those hot water/coolant just like that? If theres a hose, where should it be connected to? Right now, ive just blocked the pipe to prevent the flow..
