is this a central locking wire?

as above, i cant figure out what this wire does..when i tool the door card off, this wire was taped up and connected to nothing. Im hoping it is a central locking motor wire, because i dont have central locking in the drivers door and i really could do with getting a solenoid fitted in there whilst im fitting my new door. If it`s nothing to do with the centrallocking then il have to drill a hole i the door,then another in the car body for the wire to pass through. When i got my clifford concept 650 fitted, the alarm installer said i would have to pay an extra £120 to have a solenoid fitted in the drivers door.
