High idle issues and running rough

Hi all, i have an 86 N/A and have been dealing with a very high idle since i got the car and enough is enough, its at the point where it bugs me too much. It idles at above 1500 rpm, sometimes closer to 2000, and it runs really rough, lots of popping from the exhaust. Before it fully gets up to temp the idle will bounce between about 1400 and 1600 as well, which is totally obnoxious. I tried adjusting the tps using both the "adjust narrow band to 1v" method and aaron cakes 1k ohm resistance method and neither of those have helped me out, got another tps, used but known to be good, and it gives me the same issues. I have also tried to get some wd 40/pb blaster on parts that i thought might be holding the throttle open but those also dont help at all either and it doesnt LOOK like things are sticking at all. Throttle cable is too loose if anything so i know thats not the issue either. Air mix/idle screw is a quarter turn from all the way down so i would think if all is fine and dandy, my idle would be too low. I also changed the o2 sensor as a sort of hail mary to see if that could be the problem. Most of the idle issue threads i have seen from people are their cars idling too low and dying. Mine is the opposite. Does anyone have some helpful insights to point me in the right direction?
