Help diagnosing P.O. turbo vac hoses

Not the best picture, but previous owner installed aftermarket BOV and intake.. It looks like the turbo actuator is plugged into the turbo compressor. From the diagrams i've seen this is suppose to be plugged into a solenoid right? What are the implications of this setup?

turbo actuator is supposed to be plugged into the compressor. except for the hose being blue silicon instead of black rubber, its stock
